Number 23 Charles Street is a terrace house built around 1753, with alterations made in the mid to late 19th century. The building features brown brick with channelled stucco on the ground floor and a slate roof. It stands four storeys tall, with a basement and a dormered mansard roof. The facade is three windows wide, and there is a semi-circular arched entrance leading to an enclosed porch on the right side. A mid-19th century canted bay window spans the full width of the first floor and includes sash lights, while the second and third floors have revealed sashes without glazing bars, set under flat gauged arches. The building is topped with a stucco cornice and blocking course, and there are cast iron railings surrounding the basement area. The interior has undergone some alterations but still retains features such as a wrought iron balustraded staircase and cornice mouldings.
