45 and 45B Portland Street is a classical terraced house built around 1820. It has two storeys and an attic above a raised basement, featuring a three-bay facade. The exterior is made of cream droved ashlar sandstone with polished dressings, including a base course and a rusticated ground floor with a band course above. There is a cill course at the first floor, along with a cornice and a blocking course. The windows are arranged in a regular pattern.

The doorway has a panelled surround within a round-headed frame and includes a plate glass fanlight to the right bay, although the door itself is modern. The house features a pair of piend-roofed canted dormers.

The windows are timber sash and case, with 12 panes at the ground floor and plate glass above. The roof is covered with grey slates, and there are coped ashlar stacks and ashlar coped mutual skews.

The property also includes low rubble front and dividing walls topped with saddleback ashlar coping, along with cast-iron railings featuring spearheads leading to the steps and basement area.
