Description
The building is a public library, constructed in the Edwardian classical style. It features a steeply pedimented, two-storey facade with five bays, made of bull-nosed rubble and accented with red sandstone banding and dressings. The roof is slate, and there are red brick chimney stacks. The pediment is flanked by parapets that sit over an egg and dart bracket cornice and plain friezes.
The outer bays of the facade have part fluted Ionic columns in antis, with swaged capitals that frame recessed small pane windows, which include architraves, keystones, and cill bands. The middle windows have similar detailing but are taller, and there is a deep band course that rests on the keystones of the ground floor windows, which feature impost bonds. The entrance is offset to the right and includes a hood above a tripartite window, with Art Nouveau lettering over the panelled doorway.
Inside, the library retains a glazed tiled dado in the entrance hall and staircase, adorned with Art Nouveau foliage ornament. There are period leaded glass doorways and barley twist uprights leading to the staircase.
