20, 21, 23 Wellmeadow in Blairgowrie is a small tenement building from the earlier to mid 19th century, which has been converted to offices with a ground floor shop that was altered around 1930. The building is three stories high, with an attic and features three bays, set within an irregular terrace. It has a harled exterior with stone margins and a cornice at the ground floor.

The principal elevation is symmetrical, showcasing a corniced frieze and outer pilasters at the ground floor shop. It includes a broad, set-back two-leaf part-glazed timber door, flanked by fixed display windows. The outer bays feature full-width astragal windows, with a small sign reading 'DISPENSING' on the left and 'PHOTOGRAPHIC' on the right. The upper floors have regular fenestration, with a small flag pole above the center window on the first floor and heraldic emblems to the outer right. There are two piend-roofed, slate-hung, bipartite dormer windows.

The windows are fitted with plate glass glazing in timber sash and case frames, with possible casement windows in the dormers. The roof is covered with grey slates, and there are coped harl and brick stacks with cans, as well as ashlar-coped skews. The building features cast-iron downpipes with decorative rainwater hoppers.

Inside, the shop has been modernized. It includes plain moulded cornices, a colored glass panel in the first-floor door, and a winding timber staircase leading from the ground to the first floor, which is likely a later addition.
