Description
Nos 38 and 39 on Parliament Street in Westminster are office buildings dating from around 1870 to 1880. They feature a Portland stone façade and a slate roof, showcasing late Italianate classicism. The buildings rise four storeys, with a tall ground floor set on a basement. The façade is five windows wide, with the ground floor being rusticated and arcaded, highlighted by a central doorway. This arcade is framed by a full Doric order of pilasters and an entablature.
The upper floors have eared architrave sash windows, with the first-floor windows featuring pediments and the second-floor windows having swept cornices, except for the central window, which has a segmental pediment. There are moulded sill courses, and the buildings are topped with a crowning entablature that includes a dentil band, a modillion cornice, and a blocking course. Additionally, ornamental cast iron balconettes adorn the first floor, and heavy cast iron area railings complete the exterior.
