Description

Numbers 15 and 17 are a pair of houses, now flats, with attached railings to the right (number 17), built between 1818 and 1827, with later alterations. The houses are constructed of reddish-brown brick with a painted stucco front facade, and have a concealed roof. Cast-iron railings and balconies are also present.

The houses have three storeys to the left (number 15) and four to the right, with basements, and feature five first-floor windows (2:3), plus a two-lower-storey entrance bay to the left. The ground floor has horizontal rustication. A recessed central panel extends from the ground to the second floor. The first floor has two 8-pane French windows with margin-lights and divided overlights, three tall 1/1 sash windows with horns, and one 3/6 sash window with horns and sill. The second floor has 6/6 sash windows, three to the right with blind boxes and sills. A frieze and a modillion cornice are also present.

The ground floor features an elliptically-arched opening with a roll-moulded lower panel and overlight for the entrance to the left, and three roll-edged steps leading to a similar door with overlight and glazing bars for the entrance to the right, both set within elliptically-arched surrounds with panelled reveals. The windows on the upper floors are two 6/6 sashes and three 2/2 sashes, all set in plain reveals. Blocked openings are visible in the basement. The raised gable ends have copings, and there is a stack at the right end. A continuous balcony with a Carron Company double-heart-and-anthemion motif balustrade runs along the first floor to the left, while individual balconies with scrolling motifs on ornate brackets are present to the right.

The interior has not been inspected.

The attached railings have fleur-de-lys finials, newel posts with urn finials, and bars. A gate to the basement has bars and two levels of rails.

Charlotte Street was laid out by 1818 and built along by 1834. Numbers 7 to 19 (odd) form an architectural group.
