Description
No. 4 Parliament Street is a house that has been converted into offices. It was built around 1797, with the ground floor and basement added around 1900. The building is constructed of brick, featuring an ashlar-faced ground floor and a granite basement, topped with a slate mansard roof that has two brick gable stacks. It has a slab-coped parapet and stands three storeys high, plus a basement and attics, with a three-window range.
The facade includes three 15-pane sash windows on the upper level and three 9-pane sash windows below, all with brick flat arches. Above these, there is a box dormer with two plain sashes. The ground floor features a moulded sill band and cornice. To the right, there is a moulded segment-headed doorway with a swan-neck pediment that contains a cartouche. To the left, a large single-pane window with a moulded segmental head and toplights is adorned with an enriched lintel and panelled pilasters. Below this window, there is a transomed segment-headed 5-light window in the basement.
