Description

This building comprises a group of shops, offices, and residential accommodation, built in the early 20th century as part of a commercial development. It is an 8-bay, 4-storey range constructed of brick and ashlar. Nos. 20, 22, and 24 have entrances designed to resemble domestic properties, while the remaining units feature shopfronts. The overall design is symmetrical and consistent in appearance across all units. Originally, all windows were plate glass sashes, although some have been replaced. They are set within moulded surrounds. Each unit has a 3-window arrangement, with the first floor windows being particularly elaborate, featuring heavy Gibbs surrounds and keystones. The central window on this floor has an elaborate entablature with a deep keystone and a broken pediment. The second floor has moulded aprons on the two outer windows. The egg and dart cornice continues from the adjoining building at Nos. 10-18 Clarence Place, and the dividing pilasters are similar, although with slightly simpler Ionic capitals. Decorative carved panels adorn the pilasters on the top storey, which is topped by a plain cornice and a high parapet concealing the roof. At ground floor level, the three right-hand units are set below a deep band and feature round-arched doorways with Gibbs surrounds, alongside two windows with prominent keystones. Although the shopfronts have been remodelled, the end-left unit retains traces of the original design, including 6-panelled doors and 6-pane overlights.

The building is an integral part of the early C20 commercial development along Clarence Place and is included for its group value alongside Nos. 10-18 Clarence Place and the Technical Institute. It also forms a group with the War Memorial.
