Description
This building comprises a group of shops, offices, and residential accommodation, forming an 8-bay, 4-storey range constructed of brick and ashlar. Numbers 20, 22, and 24 have entrances designed to resemble domestic dwellings, while the remaining units have shopfronts. The building's design is largely symmetrical and uniform across all units. Originally, all windows were plate glass sashes within moulded surrounds; some of these have since been replaced. Each unit features a 3-window arrangement. The first-floor windows are the most elaborate, incorporating heavy Gibbs surrounds, keystones, and a central window with an elaborate entablature, a deep keystone, and a broken pediment. The second floor has moulded aprons to the two outer windows. An egg and dart cornice extends from the adjacent building at numbers 10-18 Clarence Place. The dividing pilasters are similar to those of the adjacent building, although the Ionic capitals are slightly simpler. Decorative carved panels adorn the pilasters on the top storey, which is capped with a plain cornice and a high parapet concealing the roof. At ground floor level, the three right-hand units, set below a deep band, feature round-arched doorways with Gibbs surrounds, alongside two windows with prominent keystones. The shopfronts have mostly been remodelled, although traces of the original design remain on the left-hand end, visible in the 6-panelled doors and 6-pane overlights.
The building is part of an early 20th-century commercial development and its significance is intrinsically linked to numbers 10-18 Clarence Place and the Technical Institute. It also contributes to group value with the War Memorial.
