Description
The building is a former town council office, constructed with painted stucco and stone dressings around the windows. It features a slate eaves roof with brick end stacks and stands three storeys tall. The narrow two-bay front is set back, with a large single-storey gabled range that projects forward to align with the Temperance Hall on the left. The windows are cambered-headed four-pane sashes, framed with sandstone rusticated surrounds and slate sills. There are two windows on the top floor and two on the first floor, which are positioned further out than those above.
The ground floor has a full-width projection with a stuccoed front, featuring a coped gable. To the extreme right, there is a cambered-headed doorway with a stone frame, and to the left, a large triple window with a painted stuccoed surround. This window has narrower side lights than the centre, with arched heads; the centre head is segmental-arched, and it has plate-glass long sash windows with thin chamfered mullions.
At the rear, facing Dark Street, the building rises to four storeys and has two bays. It is rendered, with exposed stone cambered-headed rusticated window surrounds and stone sills. The main three floors have four-pane sashes set in sandstone surrounds, while the basement openings are not aligned and feature surrounds of tooled grey limestone. There is a tall doorway to the left and a four-pane sash window to the right of centre. The building also has a grey stone plinth. The interior has not been inspected.
