Description

The Sandeman Public Library, located at 14 and 16 Kinnoull Street in Perth, was designed by Campbell Douglas & Morrison and completed in 1898. This former library features a distinctive Freestyle design, consisting of a two-storey and basement six-bay corner section with a clock tower, alongside a three-storey, five-bay block to the left on Kinnoull Street, and lower stepped bays at the far left, which currently operates as a public house since 2009. The building is constructed from red ashlar with moulded architraves, while the rear is made of rubble. It includes a base course, cill courses, and an eaves cornice, as well as a blocking course with some balustrading. The square-plan clock tower, topped with an ogee roof and balustrade, rises above the northeast corner, and there are some key-stoned round-arched windows on the ground floor.

On the northern elevation facing Mill Street, the design is symmetrical. Oversailing steps lead to a central round-arched key-stoned doorway, which features non-traditional timber swing doors and is flanked by Ionic pilasters. Above the doorway is a window, also flanked by Ionic pilasters, topped with a pediment. The elevation includes flanking two-storey and basement canted bay windows.

The eastern elevation facing Kinnoull Street is asymmetrical. An off-centre recessed portico with four granite columns leads to the entrance on the left, which has two-leaf panelled timber doors with a carved decorative scroll and a semi-circular decorative fanlight above, along with carved lettering that reads "SANDEMAN PUBLIC LIBRARY." The five-bay, three-storey section to the left features a central pedimented carved date plaque indicating 1898 on the second storey, with top storey windows that have balustraded balconies.

The interior, which was only partially seen in 2009, has been converted to provide bar space around the year 2000. It showcases a good decorative scheme, including decorative cornicing, plasterwork on the ceilings, Corinthian columns, and timber panelling. The staircase features timber balusters and a banister, and there are ornately carved niches behind the bar counter. The variety of glazing patterns in the timber windows includes two-over-four-pane sash and case windows.
