28 Scotland Street is a symmetrical double villa that dates from the late 19th century. The building has two storeys and an attic, featuring four bays arranged in a pattern of one, two, and one. It has paired inner doors and first-floor windows, with bipartite windows in the center wall-head gable. The outer bays include canted windows on the ground floor and gabled dormers, with the right dormer having its center mullion removed. The villa is constructed of rubble with a slate roof and has modern glazing throughout. There are apex stacks, and it is likely that there were originally skews. The property is enclosed by low boundary walls topped with spiked iron railings, which are intact on the house to the right and on the return elevation to Plantation Road, but damaged on the left side.
