31, 33, 35, 37, 39 Madeira Street is a tenement building dating from around 1855. It is a symmetrical, three-storey and basement structure with nine bays, constructed from cleaned cream stugged ashlar sandstone featuring polished ashlar dressings. The building has a regular arrangement of windows. The central bay contains a panelled tenement door with a fanlight above, while the floors above have blind windows. The third and seventh bays feature deep-set panelled doors with fanlights. Architectural details include a base course, cill courses, a band course above the ground floor, a cornice, and a blocking course.

The rear elevation consists of seven bays of rubble, with stair windows at the centre and closet windows in the inner bays. The windows throughout are four-pane timber sash and case, with some featuring plate glass. The roof is covered with grey slates and has coped rendered stacks.

The property also includes saddleback ashlar bases for cast-iron fleur-de-lys railings, which continue up ashlar steps. Additionally, there are two-meter-high rubble garden walls that divide and protect the plots.
