Description

The District Public Library, built in 1905 by George H Wenyon, is a public library located at the junction of Victoria Road and Mayfair Gardens in Tipton. The building is constructed of red brick, featuring bands of yellow terra cotta, and has a tiled roof in a free style. It is primarily a one-storey structure.

The entrance is situated at the base of a tower that faces Victoria Road, which is adorned with corner buttresses and topped with a domed lantern. Above the round-arched doorway, there is a terra cotta panel inscribed with "Tipton Free Library AD 1905". To the right of the entrance, the main façade has five bays, each containing three-light windows with transoms, separated by buttresses. Gables are present over the second and fourth bays. A foundation stone notes that the library was "Erected by the Munificence of Andrew Carnegie Esq .....".

To the left of the tower, there is a gable of a wing that faces Mayfair Gardens. The lower part of this wall is canted and features two 2-light mullioned windows. Above these, there is a round-headed window with mullions and a transom. The left-hand return wall of this wing consists of five bays separated by buttresses, with four-light windows and transoms, except for the right-hand bay, which contains a canted bay window.
