Description

36 and 38 Carlton Road are council offices built around 1900 in the Edwardian Baroque style. The building features a combination of ashlar and brick with a Westmorland slate roof. Notable architectural details include ashlar dressings, a moulded first floor band, dentillated eaves, a moulded balustrade, and a parapet. The structure has two coped gables and a single panelled gable stack.

It is designed in a double range, L-plan, with two storeys plus attics and four unequal bays. The balanced facade showcases a central round-headed carriage entry, which is flanked by a pair of ornate wrought iron gates and engaged Doric columns with Ionic capitals. Above the entry is an oriel window supported by a projecting keystone.

To the sides, there are two-storey bow fronted bay windows, each with mullioned and transomed leaded windows. To the left of the central entry is a half-glazed door with a moulded architrave, overlight, frieze, and segmental pediment, while to the right is a panelled flanking pilaster. Above the central oriel bow window, which features a cross-transomed leaded light, is a recessed panel with banded flanking pilasters and a dentillated head.

The facade is further enhanced by single three-light mullioned and transomed leaded lights on either side, and to the left, there is a transomed leaded casement with a dentillated segmental pediment. To the right, an ashlar impost with a brick corbel supports a small lunette. Above the central bay, a frieze inscribed 'Council Offices' leads to a single-stage tower with canted corners and flanking Doric colonettes, which features three oval leaded lights adorned with swags.

The tower is topped with an entablature that has a deep dentillated cornice, and above it sits a ribbed copper square dome with a turned finial. Behind the balustrade on each side, there is a single flat-roofed three-light dormer. The right gable wall is distinguished by a full-height, 12-light mullioned and transomed window.
