Description

No. 15 Parliament Street, formerly known as the Hull Subscription Library, is a building located in Kingston upon Hull. It dates from the late 18th century and was refronted around 1845. The structure features two bays on the left that were reduced in height in the late 20th century. It is constructed of stucco and has hipped and gabled roofs, with the left gable clad in corrugated asbestos.

A first-floor sill band inscribed "Parliament Street" in raised lettering runs across the front. The two bays to the right have a rusticated plinth and a moulded dentillated cornice. The building is two to three storeys high, plus a basement, and has a seven-window range arranged in a 2/3/2 pattern. The slightly projecting central bay contains three plain sash windows with eared and shouldered architraves, topped with alternating triangular and segmental pediments.

On either side of the central bay are two similar windows without pediments, with the left windows set in a recess defined by pilaster strips. Above, to the right, are two nine-pane sash windows with moulded architraves and corbelled sills. Below, to the right, there are two round-headed plain sash windows; the left one has an eared and shouldered architrave, while the right one features a moulded head and keystone.

To the right, there is a stucco doorcase with square Corinthian columns and an entablature with a pediment, leading to a fielded six-panel door and overlight. To the left, there is a return of a late 20th-century shop front with continuous glazing and fascia. The left return, facing Whitefriargate, has three recessed panels defined by pilaster strips, each containing three single-pane windows. Below are two late 20th-century shop fronts with fascias, with the right one extending along Parliament Street.
