28 and 28a is a Georgian building featuring a shop with accommodation space above, flanked by attached units on either side. The exterior has scored render and a pantile roof, with a central cross-ridge and end brick stacks. It stands three storeys high and has a three-window arrangement of sash windows set in reveals: the top floor has 6/6-pane windows, while the first floor includes two similar windows and a tripartite window on the left. The ground floor boasts good early 20th-century shop fronts that incorporate some curved glass, overlights, and a terrazzo floor to the left, along with a decorative frieze to the right. The deep fascias feature side pilasters and end finials.

To the right, there is a formerly separate unit with a High Street frontage, constructed of brick and featuring a canted bay window on the two upper floors to the left, and a single window to the right. This unit has plate glass sashes with rendered and painted surrounds, and segmental-arched heads on the top storey beneath a deep stepped cornice adorned with terracotta mouldings. The rear elevation facing Bank Street retains two sash windows.

Inside the ground floor, there are two separate units that step down to the right. The interior retains high chamfered and stopped beams that run parallel to the frontage, along with one cross beam that is not entirely visible.
