This building, originally a house, now serves as shops, offices, and flats. It is situated on Welsh Street and connects to numbers 21 and 23 at the corner with Moor Street in Town Gate, sharing a common eaves line and curving around the corner. The walls are scored, rendered, and painted, topped by a shallow-pitched slate roof concealed behind a moulded eaves cornice. The building is three storeys tall and has a four-window front, with one window located on the curved corner, featuring 20th-century glazing within recessed reveals. The ground floor contains two large, 20th-century shops, each with a deep fascia board.
