The Powell Art Centre at Christ College is a three-storey building situated alongside the River Usk. It consists of two blocks, with a narrower block at the rear (south) that features five 12-pane sash windows on the top floor. The building has a hipped slate roof with projecting eaves. The narrow street-facing elevation is finished in stucco, while the rest of the structure is covered in painted pebbledash. On the top floor of the street elevation, there is a single 12-pane sash window. The first floor includes a canted oriel window with small-pane glazing and a slate roof. To the left on the ground floor, there is a doorcase with an architrave, pilasters, a cornice on consoles, and a six-panelled door.
The main block facing the river has five 12-pane sash windows on the top floor, with the left window positioned at a lower level. On the first floor, there are two 16-pane sash windows. The rear wing features two 12-pane sash windows on the top floor and a single 16-pane sash window on the first floor, while the ground floor has modern openings throughout. The main block facing southwest has four 12-pane sash windows on the top floor, one 16-pane sash window, and two 12-pane sash windows on the first floor, along with a single small-pane sash window on the ground floor. The rear wing again has two 12-pane sash windows on the top two floors, with modern openings on the ground floor.
