17, 19, 21, and 23 Blair Street in Edinburgh is a five-storey and basement tenement block dating from around 1790. It features a six-bay façade made of droved ashlar with raised cills and an eaves course. The first floor has applied timber architraves, and the windows on the first, second, and third floors are tripartite, with a round-arched treatment on the ground floor to the left, which includes an over-sailing stair. The public house at the ground floor has a 1930s style frontage characterized by horizontal banding on the fascia, with horizontal fixed-pane windows on either side of the central doorway and stylized signage lettering above.

The building has plate-glass timber sash and case windows, a grey slate roof, and cast-iron rainwater goods. There are also cast-iron railings at Nos 21 and 23. The ground floor of Nos 17 and 19 has been refurbished for use as a public house.
