2. Originally the Technical Institute and Seely Library built in 1904 by W Venn Cough. Red brick with rendered dressings and decorative details in free Jacobean-Dutch style. Symmetrical composition of gabled end bays and gable end roofed main block. Elaborate projecting entrance bay. Strapwork decoration and pilasters tall arched windows with keystones.
