Description

Nos 1 and 2 Millbank, also known as The Church Commissioners, along with No 3 Great College Street, No 2 Great Peter Street, and Nos 5 and 7 Little College Street, is a large office building constructed in 1903 by W.D. Caröe. The building is made of red brick and features elaborate Portland stone dressings and slate roofs. It showcases an eclectic yet sophisticated Free Style northern Renaissance design, incorporating Renaissance Plateresque motifs. The structure is slightly asymmetrical and exhibits a "rational" expression of staircase fenestration, rising five and six storeys with two tiers of dormered attics.

The design includes closely set window ranges and corner staircase towers. There are recessed entrance bays on both Millbank and Little College Street, each adorned with enriched stone doorcases. The stone-dressed sash windows and mullioned-transomed casements feature scrolled pediments on the first floor. The central range of windows from the first to the second floors is prominently highlighted by scrolled buttresses topped with Plateresque pinnacles. The outer bays have bowed oriels, and the top floor is enhanced by arcaded loggias. The building also features shaped gables in the parapet and pyramidal-roofed corner towers.
