No. 17 St Owen Street is a house that has been converted into offices. It features a late 18th-century front with a core dating back to the 17th century. The building is made of brick and has a shallow pitched slate roof with a brick axial ridge stack. It stands three storeys tall with a cellar and has a two-window range, showcasing 6/6 sash windows under gauged brick flat arches, and 3/6 sash windows above. The eaves are moulded brick.
The entrance is located to the left and features a 19th-century, six-panel door with a margin-glazed overlight, framed by a moulded architrave and topped with a 20th-century restored moulded flat hood. To the right, there is an 8/8 sash window under a painted gauged brick flat arch, with a storey band above.
Inside, the building has a 19th-century dogleg staircase with stick balusters, turned newels, and a swan neck rail. The stairwell is illuminated by a margin-glazed light. On the second floor, there are three six-panel doors, a wall cupboard, and a 19th-century fire surround. The first floor features a wall cupboard with a six-panel door, architraves, panelled shutters, and a cornice. The ground floor includes 19th-century fire surrounds, panelled shutters, risers, and architraves around the windows, as well as six- and four-panel doors with architraves, two overlights, a half-glazed door, and a margin-glazed light.
