Description
28 St Owen Street is a shop and dwelling that dates from the 18th century, with a core that likely originates from the 17th century. The building is constructed of painted brick and features a 20th-century pantile roof with a brick end stack. It stands three storeys high with a cellar and has a two-window range, featuring 20th-century 2/2 sash windows and a blind opening to the right, all set under brick segmental arches. There is a storey band, a 20th-century three-light casement, and a rebuilt parapet.
The entrance is located to the right and consists of an early 20th-century half-glazed panelled door, which is sheltered by a moulded wood flat hood supported by moulded pilasters. To the left, there is a 19th-century shop window with a panelled architrave beneath a moulded fascia-board and hood, along with a storey band. The building has lead rainwater goods on the right side.
At the rear, there is a wing that features 17th-century timber-framing with brick infill and a steep-pitched Welsh slate roof, along with wooden hoods. The wing has 19th-century casements on the gable and ground floor.
Inside, the building contains a winding staircase from the 18th or 19th century. On the second floor, there is exposed late 17th-century timber-framing, a 19th-century cast-iron fireplace in an inserted stack, wattle-and-daub, a part-blocked mullion in the south wall, and three doors from the 17th or 18th century. The first floor features a stop-chamfered ceiling beam, a 17th or 18th-century two-panel door with cockspur hinges, a four-panel door, and exposed timber-framing with corner braces. The ground floor also has a stop-chamfered ceiling beam and panelled display cases. The cellar is stone-lined and has a plank door and a chamfered ceiling beam.
