Description
This is a terrace of nine houses built between 1902 and 1905 by Parker and Unwin for the Joseph Rowntree Village Trust in New Earswick. The houses are constructed of brick with the first floor whitewashed, except for the gable ends, and have a French tile roof. The design is two storeys high, with nine first-floor windows. A narrow gable breaks forward slightly on the left side, and a wider gable projects well forward on the right. Replacement doors and standard "New Earswick" window panes are present.
On the extreme left is a single-storey weatherboarded extension with a board door and a single-light window. The left gabled bay features a canted bay window with hung tiles above. The main entrance to No. 23 is on the right, within a porch with a plain tile roof and a three-light casement window to the right. Central houses (Nos 25, 27 and 29) have additional flat-topped porches providing access, flanked by two-light and three-light casement windows. The right gable end has a pair of large bay windows; the one on the left has seven lights, and the other is a plate glass shop front. A canted bay window is present on the first floor of the left gable end. Half-hipped dormers are on the central range, and a five-light window on the right gable. Stacks have been removed, and the entrance to No. 31 is on the side elevation.
The significance of New Earswick lies in its contribution to the development of low-cost housing in Britain. The experience and practices introduced here influenced the Tudor Walters Report and the subsequent Addison Act of 1919, and the plans were incorporated into the Government Manual on low-cost housing.
