Description

The Former Mynyddislwyn Urban District Council Offices are purpose-built council offices designed in the Edwardian Baroque style. The building features a main block with parallel cross wings at the rear and has been extended. It is constructed of rock-faced and dressed stone, with roughcast sides, a Welsh slate roof, and terracotta ridge tiles. The symmetrical two-storey frontage includes multipane windows with elaborate ashlar surrounds, moulded hoods, eared architraves, and aprons on the first floor. The ground floor windows are segmental-arched with prominent voussoirs, keystones, and surrounds, along with shallow bracketed sills.

On the first floor, there are two windows on either side of a central bay, which is framed by pilasters and features an arched doorway leading to a small curved balcony. The door has glazed roundels and a multipane overlight. Above the doorway is a bracketed moulded parapet with an inscription between the cornice and coping, which steps up decoratively to the center to enclose a large datestone. A moulded stringcourse separates the storeys and extends across the frontage from the balcony, which is supported by a deep bracket that replaces the keystone of the high arched ground floor doorway. This doorway has very decoratively panelled recessed double doors and a multipane overlight, with dedication stones below. To the right side, there is a similar multipane window. Beyond this, a later extension includes a separate rendered block, possibly a generator house.

Inside, the building has a central corridor with rooms on either side, featuring a terrazzo floor and a dado of green and cream decorative tiles in panels. The ceiling panels have basket arches with decorative plaster corbels. There is a staircase at the rear with wrought iron balusters. The large first floor council chamber spans the frontage and has an arch-braced roof and dado panelling, with access to a balcony.
