28 Garden Suburbs, Circus is a Grade II listed building that features a butterfly-plan block in the Arts and Crafts style, consisting of four houses, each two stories high with an attic. The houses have a single range of windows on the front. The exterior is made of rubble with quoins, topped with tiled roofs that have swept overhanging eaves and tall chimney stacks, including three on the main front pitch. The original windows are leaded casements.

The symmetrical design of the main front is highlighted by distinctive twinned gables, which may be influenced by the architecture of Philip Webb. These gables extend low on either side and are jettied out, with boarding above 4-light windows. Although the gables have modern boarding and replacement glazing, as well as modern ground floor bow windows that may have originally been bays, the Arts and Crafts character of the design is mostly preserved.

At the base of the gables are broad round-headed entrances featuring split-stone voussoirs and recessed doors. Each single window wing has gables above 2-light first floor windows and 3-light ground floor windows, which are set under cambered relieving arches. The asymmetrical gable ends to the west and south have attic lights, kneelers, and stone chimney stacks on the rear pitch, with the southern stack being roughcast rendered. The ground floor doorways of Nos 22 and 28 have segmental arched hoods and flanking windows. The rear includes flat-roofed dormers and tiled outshuts, with replaced windows that mimic the style of the originals.
