Description

Baltic House is a six-storey building designed in the Edwardian Baroque style, featuring a golden ashlar facade and a yellow brick structure with a flat roof. The main elevation has five plus one bays, and its seemingly unintentional asymmetry suggests that the building may not have been fully completed.

The ground and lower-ground floors are connected by a series of round arches that are channel rusticated, as is the tall left end bay. The first, second, and third floors are arranged in a grid pattern, with large, panel-ornamented Ionic pilasters that rise through all three storeys. A dentil cornice sits above, with railings on the set-back top floor and a stepped parapet on the left end bay. The upper floors feature tripartite horned sash windows, with the third floor showcasing keystones and bracketed sills adorned with oval-shaped garlands underneath. The mullions of the tripartite windows on the second floor also have keystones, while the windows are three-light with a transom at impost level and deep sills. The lower ground floor has similar tripartite windows with metal bars.

Notably, the arch on the left end bay does not extend down to the lower ground floor; instead, the floors are separated here, and the ground floor sill projects. Above, the four storeys are set within a giant arched recess that features similar arch moulding. This recess contains a three-storey splayed and bracketed oriel with a bracketed pediment on the second floor, along with similar window detailing and railings on top. The fourth floor has a lunette small-pane glazed window with a keystone above, flanked by garlanded panels.

The centrally placed main entrance is marbled and features a bracket cornice, panelled pilasters, and gold lettering on the entablature. A broad flight of steps leads up to this entrance. The rear of the building is U-shaped and plain.

Although partly altered, Baltic House retains the architraves to some corridor arches. The Board Room has not been observed.
