Description

Maesteg Council Offices, built in 1914, is a notable example of Baroque architecture constructed from rubble stone with painted stone dressings. The building features two storeys and a basement, arranged in a symmetrical front with seven window bays. The facade is characterized by channel rusticated pilasters, with the center slightly bowed forward, flanked by paired columns with capitals that have square volutes around the entrance. The ground floor has round-headed windows with architraved and eared surrounds, showcasing a complex iron glazing pattern that includes stained and coloured glass. The first floor consists of architraved 12-pane sash windows with deep aprons and mutules, and at the center, there is a Venetian-style window with a scrolled motif above. The entrance is approached by four steps leading to double doors set within an egg and dart moulded surround. Above the heavy dentilled entablature, the frieze bears the inscription "MAESTEG COUNCIL OFFICES," and the date 1914 is carved into the raised parapet. The facade is flanked by walls that sweep down to gate piers, which are topped with offsetting capitals and ball finials.

Inside, the building is organized around an open oval hall that spans three floors, with winding stairs on either side of a bridge from the entrance lobby. The stairs feature an open well and iron balustrades. Doors lead from the oval hall to various offices, with the Council Chamber located to the right. This chamber is designed as a semicircular discussion space within a rectangular area, defined by four columns that visually cut off the corners. It includes high dado panelling and a panelled ceiling, with three rows of fixed bench seats and writing tables arranged in a semi-circle on a shallow stepped floor, facing five aldermanic seats. The parquet floor complements the round-headed windows, which are arranged in a 4 x 3 pattern and feature coloured glass with a circular MDC monogram. The overall design is carefully considered and executed on a compact scale.
