Description

The Council Offices at 9 Atholl Street in Perth are a mid-19th century, two-storey building with an attic and basement, featuring a four by five bay layout. It is prominently located on a corner site and constructed of ashlar stone with painted, channelled rustication at the ground level. The building has a band course above the basement and ground floors, a deep eaves cornice, and a blocking course. The dormers are segmentally-arched and pedimented. The first-floor windows are corniced and architraved, with panelled aprons, while the ground floor features plate glass windows. The entrance at No 52 Kinnoull Street has a segmentally-arched doorway with a panelled timber door, set in a square-columned doorpiece, flanked by narrow sidelights and topped with a fanlight.

The roof is piended and platformed, finished with grey slates and wallhead stacks.

Inside, as partially seen in 2009, No 52 Kinnoull Street includes some fine decorative cornices, one coffered ceiling, and several marble fire surrounds. The internal entrance door is part-glazed, with sidelights featuring five panes and a glazed semi-circular fanlight above. The lobby contains a pair of carved relief panels depicting putti, and the flats above also feature some decorative cornicing.
