Description
Nos. 19 and 21 Upper Crescent, located in Charterville, are two dwellings built around 1847 that originally served as a Chartist school and meeting room. The buildings are constructed from coursed squared stone with stone quoins at the corners, topped with slate roofs featuring lead ridges and hexagon-shaped slates, and have coped stone gables. They are two storeys high with an attic and consist of a central three-bay range flanked by single-storey, three-bay wings on either side.
The central range has a stone porch with chamfered rustication, featuring a basket-arched archway and a 20th-century door. The ground and first floors of the central range have 20th-century cross-windows. A flat stone band runs between the ground and first floors and again between the first floor and attic. The roof is cross-gabled, with an octagonal two-light casement in the attic. Each wing has a central stone porch with a basket-arched archway and plank doors. The wings also feature wood cross-windows and a flat stone band at the eaves, with plain stone parapets. All windows are adorned with stone lintels that have keystones. The interiors have not been inspected.
Historically, Charterville was the third of five estates established by the National Land Company, which was formed by Feargus O'Connor in 1845 to help people from factory towns obtain small holdings and qualify for a vote. The Land Company faced challenges and was dissolved in July 1851.
