Description
St David's Hall, formerly known as Portland Place, is a building from the 1830s, likely designed by the local architect Billing. It stands four storeys high with a basement and features a front made of Bath stone on a brick structure. Originally, it was composed of four or possibly five houses. The end houses project slightly and are adorned with angle pilasters, moulded pediments above, an entablature, and a blocking course with a central panel on the main part. The roof is slate and includes large stacks with moulded capping.
The ground floor is rusticated, and there is a moulded string at the first-floor level. The central section boasts a continuous Greek Doric colonnade at the ground floor, with cast-iron balcony railings above. The building has a window arrangement of three, six, and three, featuring glazing bar sashes. The second and fourth windows of the central first floor are framed with moulded architrave surrounds and have pediments above. The first-floor windows on the outer sections have cast-iron balconies, while the central window has a moulded architrave surround and a cornice above.
Flanking the central section are Greek Doric porticoes with a blocking course in small recessed two-storey extensions, which contain small doors topped with rectangular fanlights and oval-pattern glazing. In the centre, there are two doors, each with four upper glazed panels and oval-pattern fanlights. Arrowhead railings are present in the areas.
