Description
Dated 1865, this building is an Italianate structure with Osborne tower features. It is four storeys high and constructed of yellow brick, with rendered pilaster strips and horizontal bands between the floors. The tower is slightly recessed to the north. A heavy rendered modillion main cornice sits below a blocking course, which is crowned by four three-quarter size neo-antique statues on pedestals. The main block has three windows. Ornate superimposed canted bays of three lights are present on the first and second floors to the left and right, featuring panelled aprons, sash windows without glazing bars, plain surrounds, carved modillions, square panels between first floor cornices, roundels, and fluted triglyphs in the second-floor friezes. The fretted cornices are supported on shaped brackets with pendant finials, topped by hipped leaded roofs. The third-floor windows are recessed, with sash windows lacking glazing bars in rendered architrave surrounds. The central first-floor window is round-headed, set in an architrave surround with floral panels in the spandrels, and features a pediment above. The tower has a stuccoed ground floor with banded rustication. The first floor has a narrow four-light oriel with a panelled apron and cornice, topped by a tall, pointed scalloped slate roof with a crowning finial. The second floor has a blind window in an architrave surround. On the third floor are paired round-headed lights, separated by a chamfered pilaster with architraves over imposts and keystones. The tower is extended with an extra stuccoed storey, finished with a leaded hipped roof and bracketed eaves. Windows to the front and rear sides resemble the third-floor window, with colonette divisions. The ground floor of the main block contains a modern shop front. The Royal Victoria Arcade and numbers 58 to 62 form a group.
