Description

The Council House is a town hall built between 1902 and 1905 by architect J.S. Gibson. It is constructed from sandstone ashlar and features a tiled roof, designed in the Baroque style. The facade is symmetrical, with projecting outer bays and five recessed bays on each side of the central section. The building stands three storeys high, with windows that have metal casements and glazing bars. The ground floor showcases channelled rustication, with round-headed windows that include projecting keystones.

The upper storeys' recessed bays are separated by giant engaged Composite columns. Each window on the second floor features a mullion and transom, with a carved figure positioned below each. The outer bays contain second floor windows with round heads and keystones, which break into open pediments topped with carved figures. The central doorway is round-headed and framed by a carved stone open pediment supported by Ionic columns with reversed volutes. Above the doorway is a seated female figure representing Justice, emerging from a segmental pediment held up by caryatids.

To the right of the main structure is a tower with quoin strips at the corners. Each side of the tower has an opening with a balcony beneath a segmental pediment, supported by two Tuscan columns, along with a smaller central archway that has its own pediment and round head, appearing freestanding. The upper stage of the tower features a stone lantern with round-headed openings and corner figures. The Council House is adjacent to the Town Hall, which is listed under Leicester Street.
