Description
Runcorn Town Hall is a mansion located in a private park, designed by Charles Verelst (formerly Reed) and built between 1853 and 1856. It now serves as Council Offices. The building is rendered and topped with a slate roof, featuring a two-storey Italianate villa design with a belvedere tower that rises to four storeys. The facade has three bays plus the tower. The central bay is accentuated by a Tuscan portico, with an open balustrade above it. The bay situated between the tower and the portico includes a triple round-headed window, with console keystones that support a balcony featuring an open balustrade. The building has rusticated quoins, and the tower is fully rusticated up to the first floor level. A heavy modillion eaves cornice extends across the face of the tower at the main building's eaves level. The tower showcases triple openings flanked by pilasters on all sides at the upper level. The ground floor windows are double casements, while the upper windows are sashes, some of which have decorative semi-circular features above them.
Inside, the Entrance Hall features a geometrical staircase with cast iron balusters, a large window designed in a Venetian arrangement, Ionic columns at the internal doorway, and a large console bracket cornice. The Council Chamber, Meeting Room, and Members' Room are decorated with impressive plaster cornices and wall treatments.
