Description

The building comprises a town hall and former library, built in 1901-4 to a design by George Washington Browne. It is situated on a sloping site and includes a later addition. The architecture is English Renaissance style, constructed in grey ashlar with vermiculated rustication to the raised and battered basement. The building features Diocletian windows with keystones, an octagonal copper-domed lantern, and a pair of Adam-style, small-domed clock towers that mark the division of functions. The north and south elevations are largely mirrored. There is an apsidal hall projecting from the west elevation.

The principal north elevation has, to the left, a five-light, bowed window extending over the basement, with a balustraded parapet and engaged, splayed steps leading to a timber, two-leaf entrance door. To the right is an advanced section featuring Bo'ness’ coat of arms between the ground and first floors. The far-right section is partially obscured by a modern, single-storey and basement addition in yellow sandstone.

The interior features a columned entrance hall with a black and white marble tiled floor, displaying a brass plaque acknowledging the Town Council, Andrew Carnegie, George Cadell Stewart, and James Charles Calder for their contributions, including the five-bell chime. A former library is separated by a pair of timber, corniced screens with upper glazed panels; above is a large function room with a ceiling adorned with a wide, undercut plaster circular wreath. A large hall contains a stage, galleried on three sides and supported by cast-iron columns. The hall incorporates painted trompe l'oeil decoration depicting a ship above the stage, along with the motto 'SINE METU'.

To the north, the boundary is defined by squared and snecked bull-faced sandstone walls with flat coping. To the west, a high rubble wall stands. To the southeast, a pair of simple, square gatepiers are set back from a squared and snecked bull-faced wall.
