Description
This is an earlier 19th century building with an addition constructed in the later 19th century, originally serving as municipal buildings in Broughty Ferry, Dundee. The building is two storeys high and has a basic rectangular plan, designed in a classical style. It is constructed of coursed and snecked rubble with ashlar dressings, topped with slate piended roofs. The windows are mainly sash and case, with plate glass, although the first floor windows have uPVC frames; the earlier section has plain window margins while the addition has moulded architraves. A moulded eaves course and moulded end stacks are also visible.
The north elevation comprises the original three-bay section and a later addition to the left. The original section features a corniced and pilastered doorpiece in the centre, with a stair window above, protected by a uPVC deadlight. Flanking windows are located on both the ground and first floors. The addition has a base course and a slightly projecting canted section with a full-height, pedimented bipartite window at its centre, which holds a wrought-iron balcony with a clock. A pedimented window is situated on the ground floor to the right of the canted section, with another window on the first floor. A pedimented door has been blocked and now contains a bipartite window to the left, and a window is above.
The east elevation is asymmetrical, with a door and two windows on the ground floor, and two windows on the first floor, together with a ridge ventilator.
A wrought-iron arch with a decorative overthrow supports a wrought-iron clock at the first-floor balcony.
Inside, the entrance hall has an encaustic tile floor. A scale and platt staircase has cast-iron balusters with an anthemion pattern; the stained glass stair window depicts a figure and bears the inscription "The quality of mercy is not strained, it droppeth as the gentle rain from heaven." The ceiling is coffered, incorporating egg and dart and acanthus moulding. Decorative cornices, panelled window shutters and dado panelling are also present, with a coomb ceiling at the first floor displaying compartmentalised plasterwork.
Broughty Ferry was incorporated as a Burgh in 1864, and the addition to the building occurred shortly afterwards; a ground plan from 1877 confirms its existence. The ground floor was reconstructed between 1988 and 1989 and was integrated into a new health centre building at the rear. The masonry was extensively redressed in 1989.
