No 4 Plymouth Road, formerly listed as No 2 Bedford Place, is an early 19th-century building. It features a two-storey and basement design with a stuccoed exterior. The ground floor has a rusticated finish and an arcaded treatment beneath the windows. There is a moulded stringcourse running along the façade. The building has three windows on the front, and there is a one-storey entrance block that is set back from the main façade.
