Description
Devon County Hall is a council chamber, associated suite, and local government offices designed by Donald McMorran in 1955 and built between 1958 and 1964. The building features buff brickwork, granite, and a low-pitched masonry slated roof. It has a courtyard plan and consists of three to four storeys, culminating in a tower and council chamber, which is connected to the circa 1700 house "Bellair," already listed. The elevations display a varied treatment in McMorran's distinctive classical style, with some square-headed windows and others that are segmental-headed for emphasis. The entrance has a vaulted undercroft with segmental arches, and there are semi-circular arches linking to "Bellair." The tower features extensive blind brickwork above roof level, topped by paired semi-circular-headed bell louvres on each face, with a clock between them and a bell above on one side. This building is a significant civic work by McMorran, an important architect known for his sophisticated neo-classical designs during the 1950s and 1960s. It is of very high quality throughout, showcasing excellent materials, finishes, furnishings, and craftsmanship, including the use of many local materials.
