Description
The Town Hall, now serving as a library and community arts centre, was originally known as the "New Swindon Local Board Offices." Built between 1890 and 1891 by Brightwen Binyon of Ipswich, it was constructed as a new public offices building for the New Town. The structure is made of red brick, featuring stone string courses and a slate roof. It has two storeys with attics and consists of nine bays, with gables over the two end bays.
The main entrance is located in the third bay, beneath a 24-meter clock tower, and is marked by a heavy Portland stone round-headed arch that leads up five steps, supported by paired fluted brackets that carry a balustrade. Stone cross windows are present in the end bays, each with a moulded brick panel and a triangular brick pediment. A second entrance is found in the seventh bay, featuring a round arch flanked by pilasters and a pediment, which connects to a nine-light window above. There is a panel in the right gable, and an octagonal arcaded roof louvre sits over the seventh bay, topped with a spirelet and a wrought iron finial. The clock tower displays a gabled and bracketed clock face on all four sides, with a cornice above that supports a square raised dome of lead, which has a crowning louvre similar to that on the seventh bay. The entrance on the side elevation mirrors the main entrance.
Inside, the hall features granite columns and an open well stair with an iron balustrade. There is also a four-bay theatre with a panelled barrel vault and a balcony.
