28 Norfolk Road is a Grade II listed detached villa built around 1830 as part of the Portland Estate St John's Wood villa development. The building features a stucco exterior and a slate roof, designed in a Cottage Orne Tudor-Gothic style. It stands two stories tall and is two bays wide, with the right bay being slightly advanced. There is a side entrance with a four-centred arch. The advanced bay includes a canted oriel window with leaded casements on the ground floor, and cross mullion-transom windows on the first floor, which have a drip mould above. Above this, there is a blind lancet in the gable with openwork bargeboards. The left bay is recessed and has a segmental casemented bow added on the ground floor, along with a drip-moulded window on the first floor beneath a bargeboarded gable. The villa features weathered cap chimney stacks and is similar in style to the adjoining Eyre Estate.
