Description
3 and 4 Powell Row are a pair of almshouses built in 1847. A plaque on the building notes that they were constructed from funds left for charitable purposes by Wakelin Welch, Esq. of Camden Place, Bath, and his wife Elizabeth, who was the sister of the late Rev. James Powell, vicar of the parish. The almshouses are made of brick in Flemish bond with yellow stone dressings and feature a decorated tile roof with crested ridge tiles. They are semi-detached with rear wings and have shallow external end stacks with paired shafts, as well as end stacks on the wings. The end gable walls are finished with coping and kneelers.
The front of the building has a symmetrical arrangement of four windows, all with stone surrounds. The side bays have two and three-light windows on the first and ground floors, respectively. The central bays are topped with a gable that has coping and kneelers, featuring two single-light windows connected by a string course that rises to hold a shield with the date 1847 above the plaque. Below this, there are four-centred arched doorways with planked doors and stone quoining. The rear wings include two-light windows on the ground-floor side elevation and the first-floor rear. This building is part of an attractive group of three nearly identical almshouses.
