Description

No. 21 Victoria Street is an office building constructed in 1882, featuring ashlar and granite. It stands five storeys tall with a semi-basement and is five bays wide. The ground floor is made of polished red granite, supported by four columns and two end piers, and includes a frieze and cornice. There are steps leading down to a basement shop on the right, while the left bay provides access to Progress Place. The upper storeys are finished in ashlar, with bays separated by pilasters—fluted on the second floor—and storeys divided by cornices. The first floor's central window is topped with a moulded pediment, and the fourth floor features a pedimented centre with scrolls and a round arch over the window. The entrance to Progress Place, which occupies the ground floor space of No. 21, is adorned with stone setts and iron curbs.

The rear of the building is constructed of white brick and includes metal-framed windows with fluted pilasters. The rear wing also features a metal frame, white brick, and metal windows, and contains notable staircase windows with stained glass dated 1883.

Inside, the building is well-preserved, showcasing iron gates, classical doorways in mahogany, a coved cornice, a panelled ceiling, ornamental plasterwork, and stone stairs with an iron balustrade and mahogany handrail leading up six flights.
