Description
The County Council Offices on York Place in Perth were designed by WM Mackenzie and built between 1834 and 1838, with significant extensions added by the Perth & Kinross Architectural Services Department from 1992 to 1994. The original structure is a large public library that was formerly a hospital, featuring a two-storey, 11-bay Classical design. The central three bays are taller and project forward, featuring a porte cochere, while the end bays are also taller and advanced. The building is constructed of ashlar stone, with a channelled finish at the ground level. It includes a base course, a band course adorned with a wreath motif, an eaves course, a dentilled cornice, and a parapet. Below the upper storey windows are panelled aprons, and the windows in the end bays have pediments.
The central three bays feature a key-stoned round-arched porte cochere, with round-arched window openings above that include a central niche. The parapet is decorated with scroll motifs and a shell finial. The entrance features central panelled timber doors with a fan-glazed semi-circular fanlight above. The building predominantly has 12-pane timber sash and case windows and is roofed with grey slates.
Inside, the entrance hall boasts a plaster vaulted ceiling and a tiled floor. The rest of the building was extensively modernised between 1992 and 1994 to create library space.
The boundary wall to York Place is a low, coped, channelled ashlar wall.
