Description

The building comprises a library and area office, dated 1903 and rebuilt in 1905. It occupies a prominent corner site in an irregular terrace on Bank Street, Aberfeldy, with additional offices located to the rear, fronting Crieff Road. The building is constructed of chlorite-slate rubble with polished and stugged ashlar dressings, featuring a base course, dentilled eaves cornice, a corniced blocking course, corniced and pilastered doorpieces, stone-pedimented windowheads, corbels, chamfered arrises, and stone mullions.

The north (Bank Street) elevation has a bay on the outer left with steps leading to a doorpiece featuring part-fluted pilasters, a dentilled cornice, a frieze displaying "Library/Area Office" lettering, and a two-leaf panelled timber door. The centre and right bays contain fixed display windows. The first floor features two single windows flanked by corbelled, bowed tripartite windows; the window on the left displays the coat-of-arms of the Union Bank of Scotland. A set-back blocking course incorporates the bases of three regularly-disposed stone dormer windows, decorated with incised scrollwork, ramshorn scrolls, eagles, and triangular pediments bearing dates and imagery including a wheatsheaf, agricultural tools, lions, and a tree.

The west (Crieff Road) elevation is a broad two-bay gable with two windows on each floor and a small window in the gablehead. Municipal Buildings adjoin the elevation on the outer right. The west (Crieff Road) elevation of the Municipal Buildings features a doorpiece with a two-leaf panelled timber door, a three-part fanlight, and a narrow window to the outer right. A full-height bowed bay extends to the left, incorporating a tripartite window on each floor, and is topped by two steeply-pitched stone dormer windows.

The south (rear) elevation is characterised by an asymmetrical fenestration including a broad gable to the left, which contains a tall blocked window or door on the first floor.

The windows predominantly use a four- and six-pane glazing pattern to the upper sashes over two-pane and plate glass lower sashes in timber sash and case windows. Bowed bays have curved glass, with some coloured and mottled glass in stair windows. Grey slates cover the roof, complemented by corniced and coped ashlar stacks. Overhanging eaves are lined with decorative bargeboarding on the west side and plain boarding on the south side. Cast-iron downpipes include decorative rainwater hoppers.

The library’s interior has plain cornices and dado rails, a part-glazed screen door with brass finger plates and stained glass, and a panelled interior door with a matching fanlight. The Municipal Building incorporates an etched-glass screen door, a timber-balustered dog-leg staircase with carved newels, timber fireplaces, architraved and panelled doors with brass plates.

An ancillary building, of slate-roofed chlorite-slate rubble construction, presents a north gabled elevation with a corniced stack and a piended south elevation.

Low rubble boundary walls with saddleback and semicircular coping run along the site, punctuated by pyramidally-coped square-section ashlar gatepiers.
