39 Kirkbank Road in Burntisland is an early 20th-century, two-storey symmetrical terrace comprising flats and houses. The building features squared and snecked rubble with droved ashlar dressings, long and short work margins, and quoins. It also has chamfered arrises and stone mullions, along with mock timber beaming on the gable ends and jettied first floors.

The entrance elevation is symmetrical, showcasing a depressed-arch pend entrance with a two-pane mullioned fanlight above, flanked by panelled doors with plate glass fanlights. Above, there are two windows on the first floor. Slightly advanced gabled bays with canted windows flank the centre. The penultimate bays feature panelled doors with fanlights and single windows above. The advanced bays have quadripartite windows at the ground floor and bracketted mock timber framed jettied first floors with canted windows and piended roofs.

The upper sashes have a glazing pattern of 6-, 9-, and 12-panes, with plate glass on the lower sections. The ground floor outer right has plate glass glazing, while the first floor outer right and left feature upper sashes with a central diamond and a 6-pane border glazing pattern, all within timber sash and case windows. The roof is covered with graded purple slates, and there are coped ashlar stacks with cans (some polygonal), terracotta ridge tiles, and decorative brass doorbell casings.

The boundary walls include low saddleback-coped walls to the east and coped rubble walls to the south.
