21, 22, 23, 24, 25 George IV Bridge in Edinburgh is a three-storey, five-bay tenement building dating from around 1845, likely designed by George Smith. It features Jacobean detailing and shops on the ground floor facing George IV Bridge, while it rises to five storeys on Merchant Street and includes a three-storey polygonal extension on Candlemaker Row. The building is constructed of cream ashlar, which is painted at the ground level, with coursed rubble on the upper storeys of Candlemaker Row.

On the east elevation facing George IV Bridge, there is a base course and a consoled cornice above the pilastrated ground floor. The eaves course and decorative parapet are adorned with obelisks at the corners. The first floor has corniced and consoled windows in moulded surrounds with strapwork above, while the second floor features consoled and corniced windows. The central flats and shops have timber panelled doors with plate glass fanlights.

The north elevation on Merchant Street consists of five storeys, with a restaurant and a door to the flats on the ground floor, which are regularly fenestrated. The third floor has consoled and corniced windows, and the gable is stepped and scrolled, topped with an apex stack and obelisks at the corners.

On the west elevation facing Candlemaker Row, there is a central two-leaf timber panelled door and a tripartite window at the second floor, with regular fenestration elsewhere. Later dormers have been added to the attic, along with a large wallhead stack that includes a window.

The building features 12-pane glazing in timber sash and case windows on the second floor and 4-pane glazing on the first floor. There are corniced end stacks, which are polygonal at the ends, and two corniced polygonal chimney stalks on the southeast side.
