This is a mid-19th century building, one of two balanced blocks situated on either side of Neville Street, in a group value context. Constructed of gault brick and stucco, it is four storeys high with a basement, and two windows wide. The building features Doric porticos. A first-floor iron-railed balcony runs along the front, and the windows are pedimented. An enriched entablature tops the building, with blocking to the roof. There are also visible mansard storeys.
