Description
Tottenham Town Hall was built between 1904 and 1905 by A S Taylor and R Jemmett. Constructed in the Edwardian Baroque style, it is built of English bond red brick with Portland stone banding and dressings, topped with a hipped Welsh slate roof and brick stacks featuring moulded stone caps.
The building has a 1:3:1 window arrangement, with the central block projecting forward. The main entrance features a panelled door set within a square-headed, rusticated surround, flanked by rusticated Tuscan pilasters. Rusticated flat stone arches with pronounced keystones top the ground-floor windows, each containing two lights with moulded stone aprons. The first floor of the central block has tall windows with glazing bars, set beneath semi-circular Gibbs-surround arches flanked by Ionic pilasters and engaged columns, all adorned with festoons hanging from volutes. Further details include Tuscan corner pilasters, a modillioned cornice with a pulvinated frieze, segmental pediments over the windows, and urn finials to the coping. Original rainwater heads have modillioned cornices and ball pendants. The outer bays each have a modillioned cornice with an open pediment above a tall window. Two-bay side walls are constructed in a matching style. A Baroque-style cupola rises from the roof. Buildings to the rear are of yellow brick and enclose a small quadrangle with sash windows.
Inside, wrought-iron lanterns illuminate the porch. Mosaic floors are found in the hall and on the first-floor landing. The hall features open and blind arcading, and an Italianate double-flight marble staircase with turned balusters and Art Nouveau wrought-iron lanterns. The first floor of the stair hall also has arcading, with pilasters, cartouches and a modillioned cornice beneath a panelled ceiling. Stained-glass Art Nouveau windows are also present. The Council Chamber, located at the front of the first floor, includes a panelled dado and frieze with cartouches, a modillioned cornice, a public gallery with twisted balusters, and a domed plaster ceiling decorated in a Moorish style with strapwork patterns.
The Town Hall is the central element of a group of three municipal buildings, linked by iron gateways, designed by Jemmett and Taylor for Tottenham Borough Council.
