Description
The Former Constitutional Club, located at Nos. 14 and 16 Whitby Street in Hartlepool, was built in 1906. This three-storey building is constructed of brick with red sandstone and terracotta dressings, topped with a Welsh slate roof featuring clay ridge crestings and corniced brick stacks. It is designed in the Northern Renaissance style.
The ground floor has seven bays, while the upper floors consist of five bays. The second and fourth bays are narrower and connect the projecting central bay, which is topped by a tall mansard roof with flanking stacks. The outer bays have shaped and pedimented gables with inward-scrolled feet.
A central round-headed porch features Art Nouveau iron gates and is flanked by round-headed windows. Above, pilasters support a curved balcony with iron railings. The first floor has a round-headed French door with a fanlight and sidelights, all set within a two-storey elliptical-arched recess with a triple keystone. The paired round-headed sash windows above are situated under a name panel that reads 'CONSTITUTIONAL CLUB'. The building is topped with a ramped parapet adorned with urn angle finials and an upright bulls-eye in the mansard.
The second and sixth bays on the ground floor contain round-headed subsidiary doorways, with round-headed windows flanking the outer bays and elliptical-arched windows in the inner bays. The outer bays of the first floor feature enriched oriel windows with eight lights, supported on brackets that rise from pilasters beside the ground-floor subsidiary doors. The inner bays have plain sashes with overlights. On the second floor, the outer bays have round-headed windows with enriched keystones, while the inner bays have plain sashes. Inside, the central doorway leads to a mosaic floor.
